FI Program
Fiscal Incentives
There are a total of 33 companies that are operational in the Fiscal Incentive (FI) program which like the DPA is administered by both the IPCU and Beltraide. The FI was designed to facilitate investment in a wide variety of sectors to stimulate employment, foreign exchange generation and investment. The IPCU engages in assessment of applications and compliance activities of the program by the beneficiaries. It prepares cabinet papers or assessments to make a recommendation to Minister or Cabinet for a decision on the approval of an FI application.
The application assessment activities include background checks of investors and beneficial owners, revenue neutrality and benefits to cost analysis, assessment of proof of financing. Compliance activities include compliance site visits and compliance with the FI Act. Beltraide accepts the FI applications and assists the investor in its preparation. It also releases the duty exemption requests for the goods.
GAMING
Gaming Control Board Secretariat
The IPCU is responsible for ensuring compliance with the Gaming Control Act and functions as the secretariat of the Gaming Control Board. It processes applications, conducts background checks on principals, conducts compliance site visits and issues licenses on behalf of the Gaming Control Board.
There are three types of Gaming licenses that are offered and those include: Gaming Premise ( Casino) Licenses, Gaming Machine ( Establishment ) Licenses and Online Gaming Licenses.

LOTTERIES
Lotteries Committee Secretariat
The IPCU acts as secretariat of the Lotteries Committee working with the Lotteries Secretary who is now established in the IPCU. But day to day supervision of the Government Lottery draws is conducted by representatives of the Treasury Department which also collects the stipulated fees and taxes along with the Belize Tax Service. The Ministry’s CEO is the Chairperson of the Lotteries Committee.
